The incident happened on Sept. 18 at 6:30 p.m. The report states a couple outside their home noticed the toddler heading towards the busy Round Lake Road. The couple picked up the toddler and walked up and down the street looking for a parent.

According to the report, the couple called police when they didn't find a parent. Police arrived on the scene to take the child into custody just as police dispatch received a call from a mother down the street to report a missing child.
