A judge sentenced a Fenton podiatrist to 55 months in prison for his participation in a $1.6 million fraudulent medical billing scheme in Bay City Monday. In addition to his prison term, Richard Alan Behnan, D.P.M., 56, was ordered to pay $1,427,133.12 million in restitution to Medicare, and $196,956.54 to Blue Cross, Blue Shield of Michigan, jointly and severally with his podiatric assistant and co-defendant, Kelly Morel. "Those who commit health care fraud by illegally billing Medicare for services never performed are stealing money from all taxpayers. A Flint man was killed Wednesday morning in a car accident that closed a US-23 ramp in Tyrone Township for three hours, according to the Livingston County Sheriff's Department. Police said that 47-year-old Michael Herrell lost control of his 1997 Chevrolet S-10 on icy roads while exiting the freeway at Center Road. Herrell struck the rear of a 2003 Hyundai 53-foot semi-trailer that was parked on the shoulder of the off ramp and was killed. The driver of the semi truck, 51-year-old Melvin Roe of Rhodes, was not injured in the crash and alcohol does not appear to be a factor, police said. Fenton police received a report of a quick change scam at Buffalo Wild Wings, in the 3000 block of Silver Lake Road, at 11:45 p.m. on Thursday, said Chief of Police Rick Aro. The manager at the business called police, saying a man requested change for a $100 bill from a clerk, the police report said. As the clerk began making change, the man asked for several other transactions that resulted in him scamming more than $400, Aro said. The man is described as 5 feet 10 inches to 5 feet 11 inches tall, with a light complexion. He was wearing a green and gray, long-sleeved fleece shirt with a green winter hat, police said. A woman is suspected of shoplifting more than $600 worth of items from two different clothing stores, according to a police report from the Livingston County Sheriff’s Department. Police say an employee from the Gap store in the Tanger Outlet Mall contacted police regarding a retail fraud in progress after observing on camera a female putting clothing items from the store into a shopping bag. The female suspect arrived with another woman, according to the report, but the other woman was not seen taking any items. According to the report, after the suspect saw one police officer enter the store, she placed the shopping bag under a rack of clothes and left, but was stopped by a different officer on scene who was waiting outside the store. …
